The Future is Now: Advances in Nurse Monitoring and Public Safety

This year’s conference will explore areas including current and progressive tools used in evaluations, treatment, and monitoring of nurses and other healthcare professionals, wellness advocacy and public health promotion.

Speakers

T’Anya Carter, Ph.D., CRNA
Dr. Carter, a 2009 graduate of NorthShore School of Nurse Anesthesia, currently resides and practices in Dallas, TX. 

In November 2021, Dr. Carter successfully defended her dissertation, earning the degree of Ph.D. from the University of Alabama at Birmingham School of Nursing. She is also a Fellow of the National Institute for Occupational Safety and Health, the agency dedicated to researching the health and safety of all workers.

The University of Alabama at Birmingham School of Nursing recently created the T’Anya Marye Carter Diversity, Equity, and Inclusion Award. This honor recognizes a student who upholds principles of diversity, equity, and inclusion (DEI) and exhibits personal attributes modeled by Dr. Carter, such as a passion for service, a demonstrated impact in advancing DEI, perseverance, and academic excellence.

When Dr. Carter is not working, she makes sandwiches and washes socks for the homeless, and organizes food drives for low-income seniors in an underserved area of Dallas. She also enjoys watching baseball and relaxing with her husband Portia, their recently adopted Chihuahua Cairo, and their mean-spirited, yet fully expects you to feed him cat Jodi.

Benjamin R. Phalin, Ph.D
Dr. Phalin, is a licensed psychologist in the State of Florida. 

 

He is an assistant professor at the University of Florida in the College of medicine, Department of Psychiatry and serves as the Director of Psychological Testing at the UF Health Florida Recovery Center in Gainesville. He received his doctorate in clinical psychology with a focus in neuropsychology from UF in 2004, completed a pre-doctoral internship at the James A. Haley VA Medical Center in Tampa, Florida in 2001, followed by a postdoctoral residency with neuropsychology focus in private practice. In his role in the Department of Psychiatry’s Addiction Medicine Division, he is a member of the FRC’s evaluation team, providing neurocognitive and general psychological evaluations for physicians, nurses, and other healthcare providers referred by state PHPs and other agencies for comprehensive evaluations to provide recommendations regarding ability to practice with reasonable skill and safety. He has a particular interest in the neurotoxic effects of substances of abuse and recovery of cognitive abilities with treatment and sustained abstinence.

Abby Migliore, MS, MBA, RN 
Ms. Migliore is a graduate of the University of Nebraska- Lincoln.

 

She is a Native of South Bend, Indiana. Following graduation, she decided to pursue her passion – professional nursing – ultimately earning Associate of Science in Nursing, Master of Science in Nursing, and Master of Business Administration degrees. 
Since completing her education, Abby enjoyed a distinguished career as a primary care and emergency department RN in facilities in around the country, prior to accepting a position with the Alabama Board of Nursing, where she currently serves as Administrative Director for Discipline/Compliance Monitoring.  In this position, she oversees the ABN’s Voluntary Discipline Alternative Program (VDAP), which monitors nurses with admitted substance abuse, mental health or physical health concerns that may impede professional performance, and the Probation Department, which monitors nurses as a condition of discipline against their licenses. She also supervises Compliance Nurses, who apply professional nursing judgement to alleged violations of the Alabama Nurse Practice Act.  

As an authority on mental wellness in the healthcare field, Abby has been invited to address many national and international conferences on the topics of substance abuse and mental health in healthcare. Abby is a leader in the National Organization of Alternative Programs (NOAP), where she served as the Conference Planning Committee Chair for NOAP’s 2023 Annual Conference and currently serves as the President Elect for the organization.

John Tanner, DO, DFASAM, DABAM, FAOAAM, CCFC, MRO
Dr. Tanner is currently the Medical Director of the Intervention Project for Nurses. 

He obtained undergraduate degrees from Pennsylvania State University and from Hahnemann Medical College and Hospital in Philadelphia, where he subsequently held a faculty appointment with the Physician’s Assistant Program. After graduating from Philadelphia College of Osteopathic Medicine, he completed his postdoctoral training through the Jacksonville Health Education Program in affiliation with the University of Florida College of Medicine at four (4) Jacksonville area hospitals.

In 2008, he was one of three principal investigators for phases II and III clinical research trials for Suboxone Film, which was approved by the FDA in 2010. He enjoys frequent lecturing on substance use disorder and psychiatric topics at local and national conferences and has had a number of television appearances on addiction issues over the years.

Dr. Tanner is a Distinguished Fellow of ASAM, a Diplomate of ABAM, a Certified Medical Review Officer, a Clinically Certified Forensic Councilor, a Diplomate of the National Association of Forensic Councilors and has received numerous awards for his service in addiction medicine and to the recovering community.

He also maintains an outpatient clinical practice of addiction medicine and is Medical Director of a detoxification and residential treatment facility in Jacksonville Beach.
